Having a Rare Disease does not necessarily imply the right to civil disability or recognition of disability. Each situation is evaluated on a case-by-case basis, according to the procedures established by law.

Civil disability: difficulties in carrying out daily activities or relationships, due to physical, mental, or sensory deficits (sight, hearing, etc.). If recognized, it grants the right to economic benefits (e.g., pension, disability allowance). Civil disability does not arise from causes of war, service, or work.

Handicap (Law 104/1992): it is a social disadvantage that can cause marginalization, due to a condition that creates difficulties in learning, relating, or working. It can provide access to non-economic benefits (e.g., permits, tax breaks, priority in services, etc.).

A person with a rare disease may have one of the two, both, or none.

To request the assessment of disability and handicap, you must submit the application electronically through the INPS website (www.inps.it). Follow these instructions.

1. your attending physician, if authorized for electronic submission, will fill out the certification of the disability or handicap condition on the INPS website. They will provide you with a signed copy of the certificate with a code that you must enter in the application.

2. you will have 90 days to apply for a visit at INPS, you can submit the application:
   - independently through www.inps.it;
   - through patronage entities or category associations authorized by INPS.

The medical visit always takes place at the Medical Commissions of the ASL, which are supplemented by a doctor appointed by INPS.

If you cannot move, your doctor can request a home visit electronically (at least 5 days before the already scheduled date for the outpatient visit).

If you do not show up for the visit, you will be summoned a second time. Any further absence will be considered as a withdrawal and will result in the application being canceled.
